Since 2022, the situation of COVID-19 epidemic has been complex and severe, which has had a serious impact on the travel agency industry. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, do a good job in the "six stabilities" work, implement the "six guarantees" task, further make good use of the policy of deposit for tourism service quality (hereinafter referred to as "deposit") and support the relief and development of the travel agency industry, the relevant matters are hereby notified as follows:

1、 Travel agencies that have enjoyed the temporary deposit policy in accordance with the notice of the general office of the Ministry of culture and tourism on making good use of the deposit policy of tourism service quality to further support the recovery and development of travel agencies (BMSF [2021] No. 195) and the notice of the general office of the Ministry of culture and tourism on implementing the policies to promote the recovery and development of tourism and to support the relief (bmgf [2022] No. 55), It can apply to increase the temporary retirement ratio to 100% and extend the time limit for making up the deposit to march31,2023.

2、 During the period from October 19, 2021 to April 11, 2022 (inclusive), all travel agencies in the country that have paid the deposit and obtained the travel agency business license according to law, if they apply for the temporary refund of the deposit, the temporary refund standard can be 100% of the amount payable, and the time limit for making up the deposit is March 31, 2023.

3、 Travel agencies that have obtained the business operation license of travel agencies after April 12, 2022 (including the same day) may apply to suspend the payment of the deposit, and the time limit for making up the deposit is March 31, 2023.

4、 The cash deposit paid through bank guarantee and insurance and the cash deposit frozen by the court are not within the scope of suspension or postponement.

Local cultural and tourism administrative departments shall make careful arrangements, improve the work account, guide and urge relevant travel agency enterprises to complete the change and filing of deposit information in a timely manner on the National Tourism regulatory service platform, and submit the temporary return and delay of deposit to the market management department of the Ministry of culture and tourism before July 1, 2022.
